ELINET

The project European Policy Network of National Literacy Organisations, ELINET (European Commission, EAC 2014 0003) is implemented by 79 partner organisations from 28 countries coordinated by University of Cologne, Germany. The Romanian RWCT Association is one of the project partner organisations.

Aim and objectives
The project aims to create a sustainable European Literacy Policy Network (ELINET), an umbrella organisation for all organisations engaged in literacy policy making and promotion, building on the 2012 Report of the European High Level Expert Group on Literacy (EHLG). Its aim is to develop evidence-based tools for all actors in the heterogeneous field of literacy locally, regionally, nationally or transnationally. The European Literacy Policy Network ELINET was initiated to gather and analyze policy information; exchange policy approaches, good practice, and initiatives and raise awareness of the importance of acting now to reduce the number of children, young people and adults with low literacy skills by 2020.
Themes, tasks and teams
There are four main themes which are addressed by ten tasks:
Theme A: Development of Country-specific Knowledge
Task A1: Analysing and reporting on Member States´ performance in literacy on all levels
Task A2: Identifying and disseminating the sources of funding and other support
Theme B: Facilitating the Exchange of Good Practice
Task B3: Identifying good policy practices in raising literacy levels
Task B4: Providing a platform for exchanging these good practices.
Theme C: Awareness-raising Initiatives
Task C5: Identifying awareness-raising activities, campaigns and other events
Task C6: Managing and further developing a Europe-wide campaign to promote literacy
Task C7: Contributing to the literacy section of the Commission´s education and training website
Task C8: Defining indicators to measure the impact of awareness-raising and other literacy activities
Theme D: Cooperation with other Institutions and Organisations to promote effective Literacy Policies
Task D9: Organizing network meetings and seminars
Task D10: Organizing one European conference to share the results of the network with a wider audience.
Eight teams work on these ten tasks:
  • Team 1: Coordination and Cooperation (tasks D9 and D10 and project management, finances, quality monitoring)
  • Team 2: Children (early childhood & primary school years) (tasks A1 and B3)
  • Team 3: Adolescents (tasks A1 and B3) – the Romanian RWCT Association is part of this team
  • Team 4: Adults (tasks A1 and B3)
  • Team 5: Fundraising Strategies (task A2)
  • Team 6: Communication Platform (tasks B4 and C7)
  • Team 7: Awareness Raising Activities (tasks C5, C6 and C7)
  • Team 8: Indicators of Impact of Awareness Raising Activities (task C8).

  • 28 short Country Reports for all Network countries about Literacy Performance and Good Practice
  • Common European Framework for Good Practice in Literacy Policies (EFGP) addressing children, adolescents and adults
  • 20 - 30 best practice examples of literacy policies concerning different age groups
  • Fundraising Toolkit
  • Four comprehensive country reports about national literacy performance and policies for the pilot countries
  • Strategic concept of awareness raising activities and indicators
  • Toolkit for Literacy Awareness
  • International Literacy Day event in Brussels in September 2015
  • 25 European and national seminars on different literacy policy topic
  • Final European Literacy Conference.
